This is the factory bolt for the turbine housing inlet. This bolt holds the turbine housing to the exhaust manifold. Two are used per turbo. Normally it is possible to reuse the old ones, but sometimes they break or strip. You might want spares if you are planning to put your turbo on yourself on a saturday afternoon and you don't have a Mitsubishi Dealership with a well stocked parts department next door.
